While I think it's important to keep the bill from passing, I don't think that treating filibustering as a heroic tactic is something I'm comfortable with. What I'd like to see is Obama come out and say, "I'm going to veto this if it passes."

You could start a movement to harass your non-American government to encourage America to not pass the bills. Our government is reasonably unconcerned about the general opinion of non-citizens regarding domestic policy unless other governments stress that it could impact relations.

Under SOPA Americans will apparently end up in jail for streaming copyrighted material. I don't understand how that will even be enforced. Presumably it will still be the responsibility of the copyright holder to actually catch you doing it? If I stream a film over Skype, how will they know?

I think that is an extremism. It would be a felony, so they could charge you to jailtime, but I don't think that this would be the regular response. I didn't realize you could stream a film over skype, unless your friend plays it on their computer and uses his/her screen as a webcam.

Regardless, there is a record of online activity. If you're streaming from your friend or something, they probably wouldn't know. If one used an organized method of streaming, such as an online collection like youtube, your ISP could have records of your activity and the collections would be shut down, anyway. Unless you use a proxy, which a lot of people do not know how to do.

I think a rather bigger concern is that the new law enables a "shoot the messenger" policy. In other words if you stream a non-licensed video, then your ISP and anyone else who handled the traffic can be prosecuted. Furthermore, the cost of defending such a case is sufficient threat that content providers could very easily be coerced into banning content by a threat of action even if there were little or no grounds to justify a takedown.
