It's not a simple letter transpose, like the Ceasar/however_you_spell_it cipher... It's not an anagram... Taking the (x+n)th, (2x+n)th, (3x+n)th, etc. letter of the string doesn't help... It could possibly be a letter swap thing, like in a code wheel, but it wouldn't make a grammatically correct sentence. I'm not good with ciphers.
